
The Positive Action Plan (PAP) is a three-year document that the Single Guarantee Committee (CUG) is responsible for implementing, as established by Article 48 of Legislative Decree 198/2006, the “Code of Equal Opportunities between Women and Men.” It requires public administrations, including autonomous state institutions, to develop action plans aimed at ensuring the removal of obstacles that prevent the full realization of equal opportunities in employment and working conditions between women and men.
Article 1 of Presidential Decree No. 81 of 30 June 2022 establishes that the PAP is part of the Integrated Plan of Activities and Organization (PIAO)—introduced by Article 6 of Decree-Law No. 80/2021 (“Recruitment Decree”). The PIAO is a single planning and governance document that incorporates several plans that were previously prepared separately by public administrations.
